Mission statement
The Community Redevelopment Agency Officers are committed to partnering with local businesses and residences inside of the three CRA districts to help provide enhanced policing and crime prevention through environmental design. CRA Officers focus on building relationships with our community with the help of our Code Enforcement, Community Outreach, and city officials.
What is the community redevelopment agency?
The Community Redevelopment Agency (CRA) refers to a public entity created by a city or county to implement the community redevelopment activities outlined under the Florida Community Redevelopment Act of 1969 codified as chapter 163, part III, Florida Statues and provides a vehicle whereby local communities may form a CRA, and further create a redevelopment trust fund for financing improvements within a predetermined redevelopment target areas.
How the CRA was established
The St. Cloud Community Redevelopment Agency was established on May 25, 2005 with the signing of an interlocal agreement between the city and Osceola County and is a dependent taxing district established for the purpose of carrying out redevelopment activities that include reducing or eliminating blight, improving the tax base, creating and retaining employment opportunities, and encouraging public and private investments in the CRA.
In April of 2019, the St. Cloud Police Department assigned three officers, and one code enforcement officer the CRA. All three officers successfully completed a total of five classes through the Florida Office of the Attorney General and obtained designations as Florida crime prevention practitioners and Florida Crime Prevention through Environmental Design Practitioners.

The St. Cloud Police Department CRA unit can provide a CPTED or Security Survey for your business or residence. This survey is conducted as a public service of the St. Cloud Police Department CRA Unit. The survey will provide options for your consideration that will aid in reducing opportunities for criminal behavior.
What is crime prevention through environmental design
CPTED (pronounced “sep-ted”) is a proactive crime prevention strategy utilized by law enforcement agencies, planners, architects, security professionals and everyday citizens. CPTED operates on the belief that the proper design and effective use of a built environment can lead to a reduction in the fear and incidence of crime, and an improvement of the quality of life. The goal of CPTED is to reduce opportunities for crime that may be inherent in the design of structures or in the design of neighborhoods.
