COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

DRAFT 2022 ANNUAL ACTION PLAN

NOTICE is given that the City of St. Cloud’s proposed 2022 Annual Action Plan (AAP) for the use of federal housing and community development funds from the U.S. Department of Housing & Urban Development (HUD) will be available for a 30-day public review and comment period.  Notice is also given that a public hearing will be held to allow the public to review and make comments on the draft AAP.  

The AAP outlines the proposed housing and community development activities that were developed through the identified priority needs and goals of the Consolidated Plan. In program year 2022 the City of St. Cloud expects to receive an estimated $380,000 in Community Development Block Grant (CDBG) funds from HUD based on the prior year allocation. HUD funds are intended to benefit low- to moderate-income persons in St. Cloud. The City currently budgets $70,000 towards admin of the program (18.4%), $180,000 towards public facilities and infrastructure improvements (47.4%), $30,000 towards public services (7.9%), $35,000 towards housing programs (9.2%), and $65,000 towards economic development opportunities (17.1%). The 2022 program year begins October 1, 2022 and ends September 30, 2023.   

The final program year 2022 CDBG grant allocation has not been announced by HUD yet, however for the final budget the City will adjust funds to meet the CDBG grant caps of 20% for admin, 15% for public services, and the balance of funds towards economic development. 

Purpose: The 30-day public comment period and public hearing are held to allow the public an opportunity to comment on the City’s 2022 Annual Action Plan.  

30-Day Public Comment: The 2022 AAP will be made available to review for thirty (30) days from May 26, 2022 to June 26, 2022 at the Community Development office, Monday through Friday, 9:00 AM to 4:00 PM, located at 1300 Ninth Street, St. Cloud, FL 34769 and on the City’s website at: https://www.stcloudfl.gov/5/Community-Development

Public Hearing: The City of St. Cloud, Osceola County, Florida, will hold a public hearing on Thursday, June 9, 2022 at 6:30 PM, during City Council at the St. Cloud, Florida, City Hall Council Chambers, 1300 Ninth Street, 3rd Floor, Bldg. A, St. Cloud, FL 34769.  The St. Cloud City Hall is accessible to persons with physical disabilities.  City Council meetings can also be viewed live via the City website at www.stcloudfl.gov/webcasts or broadcast on Spectrum channel 499.

All interested citizens are encouraged to attend this public hearing where they will be given the opportunity to present oral or written testimony concerning the needs of the City of St. Cloud and the use of CDBG grant funds to address the priorities and needs identified in the 2022 AAP.  Written comments may be addressed to Grants Administrator, City of St Cloud, 1300 9th Street, St. Cloud, FL 34769.

If a person decides to appeal any decision made by the Committee/Board, with respect to any matter considered as such hearing/meeting, such person will need a record of the proceedings and that, for this purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based, and which record is not provided by the City of St. Cloud.
